Some discard effects let your opponent choose which card they discard/exile while others (often the best) allow you to choose

Because he inks a card from your hand instead of the top of your deck it does mean card disadvantage early in the game
I also imagine that Petrified Hamlet would go great in an Ultima, Origin of Oblivion deck
