Characters are played into the Character area (and cannot be used to attack on their first turn in play), the text on Event cards is followed, and then the card is discarded (or trashed, in One Piece Card Game terminology), and finally, Stage cards are played and stay in play next to the Leader, unless a card effect removes them
Then you can tap it with one to produce one mana in each color of mono-colored permanents you control

The card is grindy in a way that is effective in a wide swath of matchups, allowing you to dig for Meddling Mage against Ensnaring Bridge decks, Thalias Lieutenant when you need a blistering clock, or Reflector Mage to answer a large Deaths Shadow
