For most decks, being restricted to only cards that cost three or more means that Keruga, the Macrosage has the same exact issue as Gyruda, Doom of Depths: you only get to play a single card over the first three turns of the game, leaving you in a position where you're often dead to aggressive decks (this gets even worse in older formats, which are faster and place a higher value on efficiency)
This is a Jund (Black/Red/Green) deck focused on -1/-1 counters, a mechanic we havent seen supported properly since the original Shadowmoor block
A five-loyalty planeswalker that ticks up to seven when it comes down on turn three or four is a big threat, particularly as it can protect itself with a relevant downtick

Id rather have access to green if Im playing with -1/-1 counters, although it does encourage you to build around wither creatures from sets like Shadowmoor and Eventide
