Description

Assuming you are playing with blue, it won't grow as fast or consistently as with Boros since you'll be running a higher number of noncreature card, which tend to not be legendary permanents

I want an elf, I'll get an elf

If the spell has any targets, the copy will have the same targets unless you choose new ones

It becomes less impressive in control decks where the 3 damage doesnt matter and this is just an expensive removal spell, though exiling any permanent is still quite useful
