What does "move the doom counter one numeral to the left" mean

You may play a Basic Pokemon by putting it into your Bench zone, evolve a Pokemon, attach an energy card to a Pokemon, play a trainer card, retreat your Active Pokemon, and use your Pokemons abilities

Nidoqueen's Stats: Type: Darkness Stage: Stage 2 Generation: Gen 1 HP: 140 Retreat Cost: 2 Colorless Energy Attacks: Lovestrike deals a minimum of 80 damage and costs 2 Darkness Energy and 1 Colorless Energy Special Effect: This attack does 50 more damage for each of your Benched Nidoking 80 damage on its own isn't horrible, but there are plenty of Stage 1 Pokmon that can hit that potential or Stage 2 Pokmon that can deal even higher damage, like Charizard

Which will make a splash right away, and which will have to wait until rotation?
