This card is much more about being quite consistently card neutral while yielding info and choices, it is not about disruption in the way most other targetted discard is

There's a big advantage to sneaking it onto the battlefield, despite the cost, because when it deals combat damage to an opponent, you can pull a creature from that player's graveyard, which then enters the battlefield under your control, tapped and attacking that player

The fact that the Lookout has to tap means I'll be limited to doing that once per turn cycle
